lobby so that in ALL applications & budgets there should be
a line and an amount for "unexpected". It could be
"unexpected" anything: project, content, research, travel,
etc. Could be also labelled "Opportunity".
The amount could be defined as a percentage of the overall
budget with a total limit so that it does not go wild either
but with a minimum too. That would be matching how to
include uncertainty.
I would love to see "WP n°x : Unexpected" ...
