If you are looking for a PhD thesis in the UK, the first place to search is the EThOS collection of the British Library.
You can search over 450,000 doctoral theses from most of the UK universities, and many are accessible free directly from the web site. While many theses are accessible from the university that awarded the degree, this is the national repository. There is an excellent search engine, and you can query the library if you have questions or seek a thesis from a time before the service was running.
